The Lands Geological Survey Division of the Mines and Geosciences Bureau Central Office conducted a Training Course on Measurement of Uncertainty and Internal Quality Control in the Analytical Laboratory with the theme “Enhancing Capabilities and Bridging Gaps Towards Effective Laboratory Performance” on April 10-14, 2018 at the Greenhills Elan Hotel in San Juan, Metro Manila.
The said activity was participated by representatives from the Lands Geological Survey Division and Metallurgical Technology Division of MGB Central Office as well as Regional Offices with Analytical Laboratory including Cordillera Administrative Region (CAR), MGB Calabarzon, Regions V, VII and XIII. Region XII also participated in preparation for their forthcoming laboratory operation. Two laboratory personnel from MGB Regional Office No. XIII Geosciences Division took part in the training course.
The activity started with the Opening Remarks delivered by Mr. Antonio N. Apostol, Jr., OIC of LGSD, followed by Ms. Jocelyn C. Villanueva, Chief of Geological Laboratory Services Section who gave the Overview of the Training Course. Engr. Juancho Pablo S. Calvez, Chief of Metallurgical Technology Division, gave an Inspirational Talk. Mr. Admer Rey C. Dabilo, Senior Science Research Specialist from the Standard and Testing Division, Industrial Technology Development Institute, Department of Science and Technology, was the Resource Speaker. The topics tackled during Day One were the following: Introduction to Measurement of Uncertainty and Reliable Test Result in Analytical Chemistry; The Basic Concepts of Errors in Measurement and Measurement Uncertainty (MU); Principles for Estimating the MU of the Analytical Test Result and Guide to Uncertainty Measurement (GUM) Principle.
On the second day of the training course, Mr. Dabilo continued with the discussions about Alternative sources for starting MU on Analytical Results and decision making based on the results with a given uncertainty; Measurement Uncertainty and Method Validation; Computation of Uncertainty from Certified Reference Material and Proficiency Testing; Introduction to Analytical Chemistry and the Need for Quality Control and Statistical tools needed for Dealing with Quality Control. After all the topics were discussed, Catching Up/Summary of remaining issues were entertained.
On the third day, Mr. Dabilo continued with the remaining topics which included the Basic Concepts in Statistically-based Quality Control and Establishment of Quality Control Chart; Evaluating Control Data on both Short-Term and Long-Term Use of Decision Rules; Preparation of In-house Reference Materials and Conduct of Homogeneity Test.
The fourth day of the training course was devoted to the Workshop on topics discussed during the three-day lecture. The Central and Regional Offices were required to bring a laptop with installed MS Excel Program with Data Analysis Toolpak for hands-on computation purposes.
The last day of the training course was all about organizational concerns. Each Regional Offices and Central Office prepared a PowerPoint Presentation on the Updates of their Laboratory Operations and Application for Permit to Operate Chemical Laboratories. The Chemical Laboratory Service Section of Metallurgical Technology Division of MGB Central Office, CAR and Region XIII also gave their Updates on the Application for ISO 17025:2017 The Standard for Laboratory Competence.
The training course concluded with the closing remarks of Ms. Josephine R. Uyaco, Chief of Geological Laboratory Services Section, in which she expressed her gratitude to the management for the support given to make the training a complete success. She also expressed her appreciation for the participants and the resource speakers.
