The Mines and Geosciences Bureau Regional Office No. XIII embarked on the Real-time Monitoring of Mining Operations in Caraga Region using Closed-Circuit Television pursuant to Section 6 of Department Administrated Order No. 2021-25, the Implementing Rules and Regulation of Executive Order No. 130 Entitled: Amending Section 4 of Executive Order No. 79, S. 2012, Institutionalizing and Implementing Reforms in the Philippine Mining Section, Providing Policies and Guidelines to Ensure Environmental Protection and Responsible Mining in the Utilization of Mineral Resources. Aimed at augmenting the actual fieldwork in virtually monitoring the mining areas (causeway, settling/detention ponds, stockyard/mine yard, motor pool area, and air, water, and noise monitoring stations), the project will ensure the protection of environment in a technical and scientific manner. The Mines and Geosciences Bureau Regional Office No. XIII conducted the Mining Forest Program Reorientation and Seminar-Workshop on July 13 to 14, 2022 at the MGB Regional Office No. XIII Training Center in Surigao City. The two-day activity aimed to unify understanding of the statutory foundation and reportorial submissions relative to various reforestation programs in compliance with Mining Forest Program (MFP), National Greening Program (NGP), Special Tree Cutting and/or Earth-Balling Permit (STCEBP) and other related matters. Organized by the Mine Safety and Health, Environment and Social Development Division-Mine Environmental Management Section (MSESDD-MEMS), the activity was attended by Reforestation Officers of mining companies, MGB Regional Office No. XIII technical personnel and Community Environment and Natural Resources Office (CENRO) embedded personnel with the special participation of colleagues from MGB Central Office and MGB Regional Office No. X through a hybrid platform (combined face-to-face and virtual meeting). In an effort to improve its services to the public, the Mines and Geosciences Bureau Regional Office No. XIII attended the Trainings on Cybersecurity Competency Framework and Data Privacy Protection on August 8 to 12, 2022 via Google Meet and Zoom Platforms. Aimed at harnessing the competitiveness of the government workforce towards an ICT-enabled society, the said trainings were conducted by the Department of Information and Communications Technology through its ICT Literacy and Competency Development Bureau. This endeavor reaffirms the MGB Regional Office No. XIII’s commitment to integrate information technology to its frontline services and other key processes. While information systems are vital tools for moving forward, the Bureau is also mindful of cybersecurity risks and vulnerabilities involved. The Cybersecurity Competency Framework will prepare the Bureau not only for efficient response to threats but also in securing its Information Technology assets. As of June 30, 2022, the issuance of Ore Transport Permit (OTP) and Mineral Ore Export Permit (MOEP) posted a 21.92% and 26.69% decline or equivalent to 235 and 195 released permits, from last year’s 301 and 266, respectively. The decrease in number of OTP/MOEP issuance of the Mines and Geosciences Bureau Regional Office No. XIII for the first semester of CY 2022 was affected when the mining companies lowered their monthly target of OTP/MOEP application due to unfavorable weather condition and lethargic market, particularly manifested by export of nickel ore per shipment-related documents received by this Office. OTP and MOEP issuance dropped down for the first quarter of CY 2022 despite the high metal price during the period.
